Design Studio SS 23: REFILL: Vacancy as an opportunity in Wiener Neustad

The city centre of Wiener Neustadt is attractive for pedestrians, as well as being full of experiences. Nevertheless, the vacancy rate is manifest and this affects quite a few properties. Due to the displacement that has taken place, a new range of functions will have to come into play. Therefore, the focus will be on alternative use scenarios, which will show a variety. The design process will take place on the basis of selected plots of land, whereby a visit will be possible and planning documents will be made available. Within the framework of the design exercise, the aim is to combine utilisation concepts with architectural measures that contribute to a meaningful development. The main objective is to develop a realisable overall concept as well as a concrete usable design solution.

Task

The city centre of Wiener Neustadt is attractive for pedestrians, as well as being full of experiences. Nevertheless, the vacancy rate is manifest and this affects quite a few properties. If one takes the available designs into consideration, the diversity of the proposals in relation to the two vacant properties, or rather their ground and upper floor spaces, becomes impressively apparent. The first task was to find a meaningful use in the inner-city context that would actually meet a concrete need or at least be able to awaken it in the course of the envisaged “use”. Even if economic efficiency is not directly in the foreground in the course of the design development, it is still important for the individual designer to generate models and scenarios that are capable of redefining the centre of Wiener Neustadt. The projects developed are based on the desire to cultivate communal living and activity and to bring together different population groups in the course of their use. Possibilities are sought to create places of publicity, semi-publicity and gathering. As a result, the individual business premises gain significance in the social context of the city and its inhabitants. To this end, the open spaces and forecourts in front of the individual properties in particular are subjected to close scrutiny and the adjoining areas are incorporated into the chosen design intentions as far as possible. What all the designs have in common is the obvious desire for “revitalisation and activation” in the sense of a lively urban community. It is to be hoped that the diversity of ideas presented will be reflected accordingly and that the design approaches will contribute their share to redefining the city centre.
